The nighttime work on Route 202, along with line painting scheduled on the new Route 29 (Morehall Road) bridge from 7 p.m. Sunday (July 18) to 5 a.m. Monday (July 19), mark the completion of work on the new bridges carrying Route 29 and Swedesford Road over Route 202.

Route 202 will be reduced to one lane northbound and one lane southbound Monday through Thursday (July 19-22) from 10 p.m. to 5 a.m. the following morning at the Route 29 Interchange. Brief traffic stoppages in each direction also may occur after midnight to allow crews to reposition equipment.

Flagger-controlled lane closures also may occur during the week on Swedesford Road at the Route 29 Interchange from 9 a.m. to 3 p.m. Crews at that location are finishing clean-up and other minor work items at the new bridge over Route 202.

All scheduled activities are weather dependent.

The two bridges over Route 202, along with five others that have been rebuilt or modified, were replaced with wider structures under the first two phases of PennDOT’s four-phase project to widen and rebuild Route 202 between North Valley Road in Tredyffrin Township and the Route 30 Bypass Interchange in East Whiteland Township.

Under Phase 2, new bridges were built over Route 202 at Route 29, Swedesford Road and Cedar Hollow Road and the abandoned railroad bridge north of Cedar Hollow Road was raised, all under a $23.3 million contract that began in early 2008.

Phase 1 construction replaced Route 202 bridges at Mill Road, Church Road and Swedesford Road near Route 401 beginning in early 2007. Two intersections and a section of Route 401 in East Whiteland Township also were widened and improved under the $17.8 million Phase 1 contract, which was completed in late 2008.

Route 202 will be reduced to one lane northbound and one lane southbound at the Route 29 interchange Tuesday through Thursday (July 6-8) from 10 p.m. to 5 a.m. the following morning. The lane closures will be in place to complete grading, painting and clean up operations at the new Route 29 overpass, which was opened fully to traffic in late June. Lane closures on Route 202 also will be in place the nights of Monday, July 12 and Tuesday, July 13.

Final paving also is scheduled on Route 29 (Morehall Road) approaching the new span over Route 202. Motorists may encounter lane shifts and brief stoppages in either direction Tuesday through Thursday (July 6-8) from 7 p.m. to 5 a.m. the following morning. This restriction on Route 29 also will occur the nights of Monday, July 12 and Tuesday, July 13.

Flagger-controlled lane closures also may happen on Swedesford Road at the Route 29 Interchange area Tuesday through Friday (July 6-9) from 9 a.m. to 3 p.m. as crews finish clean up and minor work items at the new bridge over Route 202. All scheduled activities are weather dependent.

These two overpasses, along with five others that have been rebuilt or modified, were replaced with wider structures to make room for a future improvement of Route 202 between North Valley Road in Tredyffrin Township and the Route 30 Bypass Interchange in East Whiteland Township. Construction to widen Route 202 is scheduled to start in early 2011.

The closure of Wells Road, which will extend between Lower State Road and Turk Road, will allow crews to build a bridge over the Parkway and reconstruct Wells Road approaching the new structure. Wells Road will remain open to local traffic between Lower State Road and Valley Circle, and from Turk Road to Radcliff Drive.

Non-truck traffic will be detoured along Lower State Road, New Britain Road, Sauerman Road and Turk Road. Due to a weight-restricted bridge on Turk Road near Sauerman Road, trucks will be detoured along Lower State Road, New Britain Road, Easton Road, Edison Furlong Road, Quarry Road and Turk Road.

The detour is scheduled to remain in place until August 2011.

“We want everyone to enjoy their summer travel,” said PennDOT Secretary Allen D. Biehler, P.E. “Taking preventive steps now will help to avoid problems or breakdowns on the road. We also encourage people to drive safely and plan ahead by using our 511PA service.”

To make sure your vehicle is in top condition, motorists should have a mechanic they trust perform a service check. A properly trained mechanic will inspect the battery, belt, hoses, air conditioning system and tires to address any potential problems before they cause a breakdown.

There are also a few things that drivers can do on their own to help ensure fewer vehicle-related problems this summer, such as:

• Regularly check tire air pressure and tread wear.
• Replace wiper blades that are frayed or streaking.
• Be sure the windshield washer reservoir is filled with a summer fluid that helps remove bugs and road grime.
• Be certain that all lights are working.
• Check the pavement under the vehicle after it has been parked and report any suspicious fluid leaks to your mechanic.

Once your vehicle is prepared for summer travel, it’s wise to prepare yourself and your family for any long trips. Motorists can visit www.511PA.com or call 511 before they leave home to receive information on construction or other delays on interstates and major roadways.

Keep an emergency kit in your vehicle that includes water, non-perishable food, a cell phone and charger, battery-operated fans and any other specialized needs such as baby supplies, pet food or medication. In case of a breakdown, remember to never leave children or pets unattended in a vehicle since even on a relatively cool summer day, temperatures inside a vehicle can rise quickly.

For motorists planning long trips, follow some of these tips:

• Try to travel in the morning or evening hours when it is cooler.
• Get plenty of rest the night before and rotate drivers to avoid fatigue.
• Take frequent breaks, which also help young children traveling with you.
• Focus on the road and avoid all distractions, including cell phones.
• Make sure everyone is buckled up and children are properly restrained in child safety seats.
• Be patient and obey the speed limit, and especially when traveling through work zones.

Work began last September and finished yesterday.

Construction crews improved this five-mile long stretch of Route 30 by removing the 14-year old riding surface and repaving the four-lane highway and ramps. Following the resurfacing of the highway last fall, crews this year installed new guide rail and median barriers; installed safety rumble strips on the shoulders; updated highway signing and installed reflective pavement markers.

The $4,267,685 project was financed with federal funds from the American Recovery and Reinvestment Act (ARRA).

This portion of Route 30, known locally as the Exton Bypass, was opened to traffic in December 1995. The highway carries between 40,000 and 54,000 vehicles a day.

Glasgow, Inc. of Glenside, Montgomery County was the general contractor.

Within the five-county Philadelphia region, PennDOT is investing $257 million of federal economic recovery funds on 30 transportation projects, which include road and bridge improvements, Intelligent Transportation System installations, traffic signal upgrades, multi-use trail construction and curb ramp replacements.

On Saturday (June 5), Route 202 will be reduced to one lane in each direction between the Route 401 and Route 29 interchanges from 5 a.m. to 10 a.m. Brief traffic stoppages of up to 15 minutes in both directions also will occur.

On Sunday (June 6), Route 202 will be closed and detoured between the Route 401 and Route 29 interchanges from 6 a.m. to 10 a.m. The closures will allow crews to relocate overhead utility wires at both the Swedesford Road and Route 29 overpasses.

During the Sunday morning closure, northbound Route 202 traffic will be detoured along Route 401, Route 30, Route 29 and Matthews Road to the on-ramp to Route 202 North. Southbound Route 202 traffic will exit at the ramp to Swedesford Road at the north end of the Route 29 Interchange and follow Swedesford Road to the on-ramp to Route 202 South at the southern end of the interchange.

The overhead wires, which were moved to temporary locations over the highway during construction of new bridges at Route 29 and Swedesford Road, are being relocated to their permanent locations over Route 202.

The planned activities are weather dependent.

This work is part of PennDOT’s project to replace six bridges over Route 202 with wider structures to make room for an additional northbound and southbound travel lane on Route 202 between North Valley Road in Tredyffrin Township and the Route 30 Bypass Interchange in East Whiteland Township. Construction to widen Route 202 is scheduled to start in early 2011.

The closure of this part of Swedesford Road is required to build a new roadway that will connect the southern end of the Route 202 Parkway with Route 202 (DeKalb Pike). The block-long section of Swedesford Road is used regularly by commuters to avoid the intersection of Route 202 (DeKalb Pike) and Route 63 (Welsh Road).

Closing the block-long section of Swedesford Road will require all traffic that normally uses the roadway as a cut through to instead use the signalized Route 202 (DeKalb Pike)/Route 63 (Welsh Road) intersection. The increased traffic and turning movements at the intersection may result in backups on northbound Route 202 (DeKalb Pike) and westbound Route 63 (Welsh Road).

In addition, motorists in the area may encounter flaggers and single-lane travel conditions on Route 202 (DeKalb Pike) between Hancock Road and Route 309 and on Route 63 (Welsh Road) between Stump Road and Bell Run Boulevard on Mondays through Fridays from 9 a.m. until 3 p.m. for utility relocation activities.

Drivers are urged to add extra time for travel through the intersection and construction zone or to avoid the areas if possible.

This work is part of the $17.8 million project to widen and improve two miles of Route 202 (DeKalb Pike) in Upper Gwynedd, Lower Gwynedd and Montgomery townships and to build the connector road between Route 202 (DeKalb Pike) and the new Route 202 Parkway.

“Last year, four highway workers and 19 motorists died in work-zone crashes in Pennsylvania – highlighting the sudden tragedy that can occur when motorists fail to slow down and stay alert for rapidly changing traffic conditions,” said PennDOT Secretary Allen D. Biehler, P.E. “The men and women who are dedicated to improving our roads and bridges should not have to risk life and limb simply because motorists are distracted or in a hurry.”

According to PennDOT, work zone crashes and worker fatalities increased in 2009 from 2008. There were 1,513 crashes in which four workers and 19 motorists died last year, compared to 1,417 crashes and two fatalities in 2008.

As part of National Work Zone Awareness Week, PennDOT’s traveling memorial will be on display in Harrisburg from Tuesday through Friday. The memorial consists of 78 posts topped by hard hats and draped in safety vests that represent each PennDOT employee who died in the line of duty since 1970.

To reduce the risk of work zone crashes, motorists must follow the posted speed limit and pay close attention to signs and flaggers. If signs instruct you to do so, drivers are required to turn on their headlights. Finally, motorists should avoid tailgating and use four-way flashers when stopped or traveling slowly.

“Although these tips may seem like common sense, highway workers continue to see speeding and distracted drivers passing through work zones, often just a few feet away,” Biehler said.

Motorists caught driving 11 miles per hour, or more, above the posted speed limit in an active work zone, or who are involved in a crash in an active work zone and convicted for failing to drive at a safe speed, automatically lose their license for 15 days. Nearly 500 motorists had their license suspended for work zone violations last year.

In addition, fines for certain traffic violations, including speeding and driving under the influence, are doubled when they occur in active work zones.

Aqua PA to Restrict Traffic at South Gulph and 202

King of Prussia – Aqua Pennsylvania will restrict traffic at the Route 202 and South Gulph Road intersection in Upper Merion Township, Montgomery County beginning tonight through Monday morning (April 14-19) for concrete pavement restoration, the Pennsylvania Department of Transportation (PennDOT) today announced.

The project is scheduled to finish in May 2012.

Motorists are advised to allow additional time to travel on this stretch of Route 202 (DeKalb Pike) as lane closures and traffic slowdowns will occur weekdays between 9 a.m. and 3 p.m. Flagging will be used to control traffic in the work zone. Travel on Route 63 (Welsh Road) also may be impacted by the construction activities on Route 202 (DeKalb Pike).

For the next two months, southbound Route 202 drivers will not be able to access Swedesford Road, just south of the Hancock Road intersection, weekdays from 9 a.m. to 3 p.m. due to construction. Southbound Route 202 drivers heading to Swedesford Road will be detoured over Sumneytown Pike to Swedesford Road.

To enhance future travel along Route 202, crews will work through May 2012 to rebuild and widen the two-lane Route 202 (DeKalb Pike) into a five-lane curbed roadway with four 11-foot wide travel lanes, an 11-foot wide center lane for left turns, and five-foot wide bicycle lanes.

The contractor also will mill and resurface the existing five-lane section of Route 202 (DeKalb Pike) from Knapp Road to Route 309; widen Route 63 (Welsh Road) to five lanes from just east of Bell Run Boulevard to Stump Road; build a four-lane, 700-foot long road to connect DeKalb Pike to the Route 202 Parkway at the intersection of Route 63 (Welsh Road); install new traffic signals at several intersections; install Intelligent Transportation System components; build concrete curb ramps; and add new signs and landscaping.

As part of this project, sound walls will be placed along northbound Route 202 (DeKalb Pike) from just south of Hancock Road to Route 63 (Welsh Road); along the northbound side of the road connecting DeKalb Pike to the Route 202 Parkway; and along southbound Route 202 from Hancock Road south approximately 700 feet.

Road-Con, Inc. of West Chester, Pa. is the general contractor on the $17,762,061 contract. The project is financed with 100 percent federal funds.

Route 202 will be reduced to a single lane in each direction Monday through Thursday, from 10 p.m. each evening until 5 a.m. the following morning, between the Route 29 (Morehall Road) and Swedesford Road overpasses. Periodic full stoppages in either or both directions for up to 15 minutes also may occur any night after midnight.

The closures will allow crews to complete the installation of protective shielding on the underside of the recently set deck beams at the Route 29 overpass. Immediately south of Route 29, workers will use the lane closures to remove the protective shielding from the underside of the Swedesford Road span, where the new concrete deck was poured in mid-March.

The planned activities are not expected to impact travel on Route 29 (Morehall Road).

Also next week, flagger-controlled lane restrictions may occur on Swedesford Road at the bridge over Route 202 Monday through Friday between 9 a.m. and 3 p.m. Workers at that location are building the approach pavement for the new bridge.

All scheduled activities are weather dependent.

The two overpasses, along with five others that have been rebuilt or modified, are being replaced with wider structures to make room for a future improvement of the expressway between North Valley Road in Tredyffrin Township and the Route 30 Bypass Interchange in East Whiteland Township.

Weather permitting, the contractor plans to begin work Monday (Jan. 18) to clear land for the new two-lane Parkway. The contractor will start at the northern end of the project where the Parkway will cross over New Britain Road. James D. Morrissey, Inc. of Philadelphia is the general contractor on the $42,175,769 contract.

This contract is one of three PennDOT is utilizing to build the 8.6-mile long Route 202 Parkway between Route 63 (Welsh Road) and Route 611. PennDOT began building the Parkway in November 2008 with the construction of the 1.8-mile long southern section between Route 63 (Welsh Road) and Route 463 (Horsham Road) in Montgomery County. Construction is scheduled to start Thursday (Jan. 21) on the central section between Route 463 and Pickertown Road in Montgomery and Bucks counties.

The Parkway, which will have four travel lanes between Route 63 and Route 463 and two lanes between Route 463 and Route 611, is scheduled to open in late 2011. The $200 million project is financed with 100 percent state funds.

The two-lane Parkway between Pickertown Road and Route 611 will have one travel lane in each direction with left turn lane lanes at all intersections. It also will include:

• Five-foot wide paved shoulder/bicycle lanes with an additional three-foot wide shoulder for emergency access and breakdowns;
• Two new signalized intersections at Bristol Road and Lower State Road;
• Modifications to an existing traffic signal at Upper State Road/Bristol Road;
• The installation of new traffic signal control equipment at the signalized intersections. The new signal control system will detect and collect vehicle data by processing video images. The data then will be utilized to automatically optimize the traffic signal timing in response to real-time traffic demands. Pedestrian accommodations are also included at all signalized intersections, including pedestrian signal heads with countdown timers;
• A 12-foot wide shared-use path serving walkers and bicyclists, with four access points to the trail;
• Trailhead parking areas off Bristol Road and New Britain Road;
• Three locations where the Parkway is grade separated from local streets. New bridges will carry the Parkway over Almshouse Road and New Britain Road, and the Parkway will traverse under a new bridge on Wells Road;
• A new 524-foot long, four-span bridge over the Neshaminy Creek;
• 19 stormwater management facilities and bio-retention areas to promote stormwater infiltration and improved water quality;
• Approximately 1,600 linear feet of retaining walls to minimize wetland impacts, stream impacts and right-of-way impacts. The walls will be built using a design-build process to save construction and design costs;
• The installation of two temporary traffic signals during construction at the intersections of Butler Avenue and Tamamend Road and at Lower State Road and New Britain Road;
• The construction of an emergency access road between Wells Road and New Britain Road to provide emergency vehicles a temporary thoroughfare during the Wells Road construction;
• Context sensitive design elements including form liner patterns and painted concrete on all roadway barriers, culverts, retaining walls and bridge surfaces to simulate a traditional, stone appearance; approximately 5,500 feet of landscaped earth berms; extensive landscaping along the roadways and trails; landscaped median islands; riparian buffer plantings along wetlands and waterways; and other aesthetic enhancements.

Northbound and southbound lane restrictions may be in place from 7 p.m. Thursday until 5 a.m. Friday as crews relocate construction barrier, paint new lane markings and complete other details of a traffic shift that will move two lanes of Route 29 south onto the newly-built center section of the bridge.

Route 29 North traffic will remain in its current alignment on the bridge. Travel on Route 202 is not expected to be impacted by the shift on the overhead bridge.

Demolition of the remaining section of the old structure is expected to begin during the week of Oct. 26 and will require nighttime lane closures and brief stoppages on the Route 202 expressway.

The shift marks the start of Stage 3, the final construction phase on the project to rebuild the Route 29 overpass to provide room for future widening on Route 202. Under Stage 3, crews will rebuild the southern one-third of the span. The northern and center sections of the bridge were rebuilt under Stages 1 & 2. Stage 3 construction is expected to be completed next spring.

South of Route 29, motorists may encounter periodic brief stoppages Monday through Friday, 9 a.m. to 3 p.m., for construction activities on the Swedesford Road Bridge over Route 202.

All scheduled activities are weather dependent.

The work is part of the ongoing replacement or modification of seven bridges over Route 202 between North Valley Road and the Route 30 Bypass to make room for a future improvement of the mainline expressway in Chester County.

Construction to build this portion of the Parkway is expected to start in November.

Blooming Glen Contractors, Inc. of Blooming Glen, Bucks County, submitted the apparent low bid to build 3.3 miles of the Parkway between Route 463 (Horsham Road) in Montgomery Township, Montgomery County, and Pickertown Road in Warrington Townships, Bucks County. The bid was one of five PennDOT received for this contract. The apparent low bid now must undergo a thorough evaluation to ensure that it conforms to all state specifications prior to the award of the contract.

“Today marks the opening of the third and final contract to build this long awaited roadway in Montgomery and Bucks counties,” said PennDOT District Executive Lester C. Toaso. “Construction on all three mainline contracts will soon be underway as we move closer to providing relief to the congestion motorists face daily when traveling between Montgomeryville and Doylestown.”

PennDOT began construction of the Parkway last November (2008) with the building of the 1.8-mile long section between Route 63 (Welsh Road) and Route 463 (Horsham Road) in Montgomery County. Construction of the northern stretch of the Parkway between Pickertown Road and Route 611is expected to start in October.

The Parkway, which will have four travel lanes between Route 63 and Route 463 and two lanes between Route 463 and Route 611, is scheduled to open in 2011. The $200 million project to design and build the Parkway is financed with 100 percent state funds.

The two-lane central section of the Parkway, which runs from just north of Route 463 (Horsham Road) to Pickertown Road, will have one travel lane in each direction with left turn lanes at all intersections and on major side roads. It also will include:

• Five-foot wide paved shoulder/bicycle lanes with an additional three-foot wide shoulder for emergency access and breakdowns.

• An independent 12-foot wide shared-use path serving walkers and bicyclists. Four access points to the trail will be available within this section of the Parkway.

• A new bridge to carry Pickertown Road over the Parkway.

• Two new structures over tributaries to the Neshaminy Creek between Route 463 (Horsham Road) and County Line Road in Montgomery Township.

• A bridge carrying the Parkway over Mill Creek north of Detweiler Road.

• A concrete arch structure to provide access within the segmented property of the St. John Neumann Cemetery.

• Two new signalized intersections (Parkway/County Line Road and Parkway/Limekiln Pike).

• Modifications to an existing traffic signal at Limekiln Pike/Upper State Road.

• The installation of new traffic signal control equipment at the signalized intersections. The new signal control system will detect and collect vehicle data by processing video images and automatically optimize the traffic signal timing in response to real-time traffic demands. Pedestrian accommodations are also included at all signalized intersections including pedestrian signal heads with countdown timers.

• The conversion of Detweiler Road into a cul-de-sac on both sides of the Parkway with emergency access provided.

• Trailhead parking area off Stump Road near County Line Road with a total of 50 parking spaces.

• 16 storm water management facilities.

• 19 wetland restoration areas, 16 riparian buffer areas and a deed restricted area for stream side plantings.

• Approximately 376 linear feet of retaining walls to minimize wetland impacts, stream impacts and right of way impacts. The walls will be built using a design-build process to save construction and design costs.

• Context sensitive design elements including form liner patterns and painted concrete on all roadway barriers, culverts, retaining walls and bridge surfaces to simulate a traditional, stone appearance; approximately 6,300 feet of landscaped earth berms; extensive landscaping along the roadways and trails; landscaped median islands; riparian buffer plantings along wetlands and waterways; and other aesthetic enhancements.

Crews will work Monday through Friday nights from 7 p.m. to 5 a.m. the next morning to replace the nearly 14-year old riding surface on the five-mile long, four lane highway. Eastbound and westbound Route 30 will be reduced to one lane where the crews are working.

PennDOT’s contractor will work Monday (Sept. 14) and early Tuesday morning (Sept. 15) on eastbound Route 30, closing the left travel lane. On the remaining four nights (Sept. 15-18), motorists will find crews milling and resurfacing the left lane on both sides of Route 30. The contractor’s work schedule is dependent on the weather.

The $4,267,685 project is financed with federal funds from the American Recovery and Reinvestment Act (ARRA). Glasgow, Inc. of Glenside, Montgomery County is the general contractor. The project is scheduled to finish by January 2010.

Northbound and southbound lane closures will be in place Monday through Thursday (May 18-21) from 10 p.m. each evening until 5 a.m. the following morning at the Route 29 Interchange. Periodic full stoppages of up to 15 minutes also may occur each evening as crews remove sections of the old bridge.

PennDOT’s contractor completed construction of the northern one-third of the new overpass earlier this month and shifted its operations to the center section. The bridge is being replaced in three stages so that four lanes of traffic may be maintained on Route 29 at the busy interchange.

All scheduled activities are weather dependent.

Flagger-controlled lane restrictions also may occur on Swedesford Road, located just north of Route 29, and on Cedar Hollow Road at the new bridge over Route 202, located at the northern end of the interchange. Flaggers may be in place Monday through Friday from 9 a.m. to 3 p.m. at both work areas.

The structures are among seven bridges over Route 202 being replaced or modified to make room for a future improvement of the expressway between North Valley Road in Tredyffrin Township and the Route 30 Bypass Interchange in East Whiteland Township.

Route 202 will be reduced to a single lane in each direction Sunday through Thursday (May 10-14) from 10 p.m. to 5 a.m. the following morning at the Route 29 overpass in East Whiteland Township, where crews will continue demolition of the center section of the overhead bridge. Intermittent traffic stoppages of up to 15 minutes also will occur during the overnight hours.

Alternating northbound and southbound lane restrictions and brief closures on Route 202 also will occur from 10 p.m. Monday (May 11) to 5 a.m. Tuesday, (May 12) for bridge painting at the structure carrying Swedesford Road over the expressway south of the Route 401 Interchange in East Whiteland Township.

In addition, Route 202 will be reduced to a single lane in each direction from 10 p.m. Thursday (May 14) to 5 a.m. Friday, (May 15) at the railroad bridge over Route 202 that is located approximately one mile north of the Route 29 Interchange in Tredyffrin Township. Full traffic stops of approximately 15 minutes also may occur on Route 202 at this location during this time. The railroad bridge is being raised to current standards that accommodate oversized vehicles using the expressway.

Flagger-controlled lane restrictions also may occur on Swedesford Road at two overpass locations – one at the Route 29 Interchange and one between Church Road and Planebrook Road/Phoenixville Pike in East Whiteland Township – Monday through Friday from 9 a.m. until 3 p.m.

Lane closures and temporary traffic stoppages will occur on Route 29 between Route 30 and Swedesford Road from 10 p.m. Monday (May 4) to 5 a.m. Tuesday (May 5) while crews restripe the highway and relocate barriers to implement the traffic pattern change.

In conjunction with the traffic shift on northbound Route 29, PennDOT will remove the restriction on left turns from northbound Route 29 to westbound Swedesford Road early Tuesday morning (May 5). This turn restriction, along with its related detour, has been in place since bridge work began on Route 29 in spring 2008.

Northbound and southbound motorists on Route 202 will encounter nighttime lane closures and brief stoppages next week (May 4-8) at the Route 29 Interchange with the start of demolition of the center section of the Route 29 Bridge. Lane closures and stoppages will occur Monday through Friday (May 4-8) from 10 p.m. to 5 a.m.

Other work at the Route 29 Interchange next week may result in intermittent flagger-controlled lane closures on Swedesford Road at the bridge over Route 202 on Monday through Friday from 9 a.m. to 3 p.m.

Flaggers also may be in place Monday through Friday from 9 a.m. until 3 p.m. on Cedar Hollow Road at the new bridge over Route 202. Crews at that location are finishing repaving activities at the approaches to the new bridge.

All scheduled activities are weather dependent.

Lane closures will be in place on Knapp Road for the widening and reconstruction of the road and the building of the intersection with the new Parkway. The restriction will be in effect until December 2010.

PennDOT began construction last November on the first of three contracts to construct the new 8.4-mile-long Parkway between Montgomeryville and Doylestown. The Parkway is expected to open in 2011.

Under this initial $31.7 million contract, crews are building the 1.8 mile portion of the Parkway between Route 63 and Route 463 in Montgomery Township. J.D. Eckman Inc. of Atglen, Pa. is the general contractor.

The two remaining phases, constructing the Parkway from Route 463 to Pickertown Road in Warrington Township, Bucks County, and from Pickertown Road to Route 611 in Doylestown Township, Bucks County, are expected to begin later this year.

The $3,717,405 project is scheduled to finish in November 2010.

Starting this spring, PennDOT will replace the superstructure (steel I-beams and concrete deck) on the Route 202 bridge that is located between Matlack Street and the Westtown Road Interchange. The project will be built in five stages in order to keep Route 202 open to two lanes of traffic in each direction during most times of the day.

PennDOT District Executive Lester C. Toaso said the bridge’s steel beams and concrete deck have deteriorated to the extent that they must be replaced. The bridge was built in 1954.

In April 2007, PennDOT installed 24 steel support columns beneath the structure to reinforce the deck and keep the bridge from being posted with a weight restriction. The bridge is 68 feet wide, 138 feet long and carries 49,000 vehicles a day.

Route 202 will remain open to traffic during construction but motorists will face changing traffic patterns and lane closures during overnight hours (10 p.m. to 5 a.m.) and possibly on weekends.

Township, Chester County, will be closed and detoured Thursday night into Friday morning (Nov. 13-14) for construction on the bridge over Route 202. Swedesford Road will be closed to through traffic between Planebrook Road/Phoenixville Pike and Church Road from 9 p.m. Thursday to 5 a.m. Friday.

The closure will allow crews to complete line striping and remove construction barriers from the new overpass and its roadway approaches. Swedesford Road through traffic will be detoured over Planebrook Road, Route 30 and Church Road during this operation, which is weather dependent.

The overpass is one of five structures currently under construction as part of PennDOT's ongoing project to replace or modify bridges over Route 202 to make room for a future improvement of the limited access highway between North Valley Road in Tredyffrin Township and the Route 30 Bypass Interchange
in East Whiteland Township.

The Pennsylvania Department of Transportation today announced that it will launch a pilot program on Monday, Nov. 17, to display travel times on eight dynamic message signs in Chester County to provide real-time travel information to motorists driving on routes 202, 30 and 100.

“The recent installation of new software, vehicle detectors and dynamic message signs on portions of these three highways give us the capability to provide real-time travel information to motorists,” PennDOT District Executive Lester C. Toaso said. “Our plan is to eventually post travel times on all our message signs in the five-county region as we install the necessary equipment and software."

“Providing real-time travel information can help motorists make better decisions concerning their travel routes and help reduce driver anxiety during times of congestion,” he said.

PennDOT will post travel times on message signs along:

• Route 202, between Route 401 and Matlack Street.
• Route 100, between Route 202 and Route 113.
• Route 30, between Route 202 and Route 322.

The pilot program will begin with an initial two-week test period, during which the eight message signs will display travel time information weekdays and weekends at various times. Following the test phase, PennDOT will display travel times on the message boards seven days a week from 5 a.m. to 10 p.m.

Toaso said each of the message signs will display a three-line message to inform motorists of the travel time and distance to a certain interchange. The top line of the message will typically display the phrase “Avg. Travel Time.”
Secondary lines will typically display the destination (e.g. To US 30 EXIT, To BUS 30 EXIT, To US 202 EXIT, To PA 3 EXIT, To US 322 EXIT); the distance to the destination in miles and the travel time in minutes. Minor variations may be used in situations where travel times are being posted for a specific area along the main road or along an intersecting roadway.

The travel time message system is supported by a series of vehicle detectors that measure traffic information, including vehicular speed and volume along a particular section of highway. The data is collected and a computer automatically calculates travel times, refreshing message boards every 20 seconds.

Toaso said travel time information will be the default message throughout the day on these message boards; however, it will be replaced by a higher priority message in the event of an incident or emergency on the highway, hazardous weather condition or an AMBER alert.

PennDOT installed 58 vehicle detectors and 18 dynamic message signs along routes 202, 30 and 100 during the recently completed $13 million project that added Intelligent Transportation System components on the highways. Also installed were 33 closed-circuit television cameras that are used by PennDOT to monitor traffic flow.

PennDOT plans to follow up on the pilot program by posting travel time information on Interstate 76 (Schuylkill Expressway), where Intelligent Transportation System equipment is currently being installed between
Interstate 476 and Passyunk Avenue as part of a $23 million project.

Construction is expected to start in December. J.D. Eckman, Inc. of Atglen, Pa. submitted the apparent low bid to build the 1.8-mile-long portion of the parkway between Route 63 (Welsh Road) and Route 463 (Horsham Road) in Montgomery Township, Montgomery County. The bid was one of seven PennDOT received to build this section of the Parkway. The apparent low bid now must undergo a thorough evaluation to ensure that it conforms to all state specifications prior to the award of the contract.

"Today's bid opening is a milestone for all those who have worked many years for a new roadway to improve travel and reduce congestion between Montgomeryville and Doylestown," PennDOT District Executive Lester C. Toaso said. "The wait for the Parkway is nearly over as construction soon will begin to provide additional capacity on this overcrowded stretch of the Route 202 Corridor."

This contract is the first of three to proceed to construction to build the new Parkway, which will have four travel lanes between Route 63 and Route 463, and two lanes between Route 463 and Route 611. Bid openings for the two remaining construction contracts are scheduled for early 2009. Construction of the entire Parkway is scheduled to finish in 2011. The cost to design and build the Parkway is $200 million.

On the four-lane section between Route 63 (Welsh Road) and Route 463 (Horsham Road), the Parkway will have two travel lanes in each direction with left turn lanes at all intersections and on major side roads. It also will include:

* Five-foot wide paved shoulder/bicycle lanes with an additional three-foot wide shoulder for emergency access and breakdowns.
* A new connection road between Costco Drive and General Hancock Boulevard.
* Two connector roads between the Parkway and Route 309.
* Five new signalized intersections including Parkway/Knapp Road; Parkway/Connector Road "A" to 309; Parkway/Costco Drive; Parkway/Horsham Road; and Knapp Road/Withwood Drive.
* A new 117-foot long, one-span bridge carrying the Parkway over Route 309.
* A new at-grade bridge over a tributary to the Neshaminy Creek north of Knapp Road.
* Two new arch culverts over tributaries to the Little Neshaminy Creek and the extension of an existing box culvert on Route 309.
* Approximately 1,300 linear feet of retaining walls to minimize wetland impacts, stream impacts and right of way impacts. The walls will be built using a design-build process to save construction and design costs.
* Modifications to the existing signal at Route 309/Garden Golf Boulevard to include Connector Road "A" as the fourth leg.
* The installation of new traffic signal control equipment at the new signalized intersections. The new signal control system will detect and collect vehicle data by processing video images and automatically optimize the traffic signal timing in response to real-time traffic demands. Pedestrian accommodations are also included at all signalized intersections including pedestrian signal heads with countdown timers.
* Independent 12-foot wide shared-use path serving walkers and bicyclists. Nine access points to the trail will be available within this section of the Parkway.
* 10 storm water management facilities
* Seven bio-retention areas to promote storm water infiltration and improved water quality
* Trailhead parking areas off Route 309 and Knapp Road with a total of 101 parking spaces.
* Context sensitive design elements including form liner patterns and painted concrete on all roadway barriers, culverts, retaining walls and bridge surfaces to simulate a traditional, stone appearance; 2,900 feet of landscaped earth berms; extensive landscaping along the roadways and trails; landscaped median islands; riparian buffer plantings along wetlands and waterways; and other aesthetic enhancements.

Toaso said PennDOT is presently finalizing the engineering plans and acquiring the necessary property to build the two remaining sections of the Parkway between Route 463 and Pickertown Road and between Pickertown Road and Route 611. Construction on these sections is expected to start in mid-2009.

Bridge Work on Route 202 Slated for Sept. 13th

KING OF PRUSSIA, PA - Route 202 motorists in Chester County will encounter overnight lane closures and periodic stoppages Saturday (Sept. 13) for bridge work north of the Route 30 Interchange in East Whiteland Township, the Pennsylvania Department of Transportation announced today.
Northbound and southbound Route 202 will be reduced to a single lane in each direction Saturday morning from 12:01 a.m. to 10 a.m. at the Swedesford Road overpass, located between the Route 30 and Route 401 interchanges.

Full stoppages of up to 15 minutes in duration also will occur on Route 202 when crews set four new concrete beams for the northern half of the Swedesford Road overpass. Work on the bridge also will close Swedesford Road between Planebrook Road/ Phoenixville Pike and Church Road from 10 p.m. Friday until 10 a.m. Saturday. A posted detour will take through traffic over Church Road, Route 30 and Planebrook Road.

The scheduled operation is weather dependent. Scheduled lane and road closures will be postponed until Saturday night/Sunday morning in the event of rain.

The Swedesford Road overpass is one of five structures currently under construction as part of PennDOT's ongoing project to replace or modify seven bridges over Route 202. The bridges are being replaced to make room for a future improvement of the limited access highway between North Valley Road in Tredyffrin Township and the Route 30 Bypass Interchange in East Whiteland Township.

Crews will work Mondays through Fridays from 9 p.m. to 5 a.m. the next morning over the next two months to replace deteriorated concrete and to resurface the four-lane highway with a thin asphalt material to provide better traction. The project is scheduled to finish by November 21, 2008.

During overnight hours, Route 202 will be reduced to one lane in one or both directions depending on where crews are working. The contractor plans to start the patching operation on southbound Route 202.

Tuesday and Wednesday night (September 2-3), a lane closure will occur on this stretch of Route 202 from 9 p.m. to 5 a.m. for a moving operation to spot locations where concrete will be replaced. The operation will start tonight on southbound Route 202.

Motorists are advised to allow extra time to drive on Route 202 during construction because backups may occur.

In addition to this project, PennDOT is presently replacing seven overhead bridges along this section of Route 202 and designing final engineering plans to add an additional northbound and southbound lane on the highway.

“With mainline construction a few years away from starting to rebuild and widen this portion of Route 202, we’re addressing the poor pavement condition so motorists have a better road to travel on before and during the upcoming reconstruction project,” PennDOT District Executive Lester C. Toaso said.
