Final design activities for the project to rebuild and improve Markley Street between Main Street and Johnson Highway in Norristown Borough and Johnson Highway between Markley Street and DeKalb Street in Norristown and East Norriton Township began in January 2009. The Pennsylvania Department of Transportation will design and build the project in two sections, which are labeled Section 510 and Section 520. Section 510 is the southern section and extends from just south of Main Street to Elm Street. Section 520, the northern section, extends from Elm Street to Johnson Highway and includes the portion of Johnson Highway between Markley Street and Dekalb Street. Construction of Section 520 is an anticipated to start in 2011. Section 510 is expected to start in 2013.

The improvement plan consists of reconstructing Markley Street between Main Street and Marshall Street; widening and reconstructing Markley Street between Marshall Street and Harding Boulevard to accommodate one northbound lane, two southbound lanes and a center turn lane in certain locations; reconstructing Markley Street between Harding Boulevard and Johnson Highway to accommodate one lane in each direction with a center turn lane; and providing recessed parking spaces at certain locations in residential areas.

On Johnson Highway, PennDOT plans to add a continuous center turn lane from Markley Street to Dekalb Street by re-striping the roadway.

Pre-final design activities on US 202, Section 500, commonly referred to as the Markley Street Improvement Project, were substantially completed in December 2008. Environmental clearance on the project was obtained from the Federal Highway Administration in December 2007.

As part of the pre-final design phase, PennDOT conducted an open house public meeting on October 18, 2007 at the Eisenhower Middle School in Norristown to inform citizens and receive feedback on the proposed plan. A "Block by Block" survey workshop also was conducted over three days in November 2007 at the Norristown Borough Hall to give residents and property owners the opportunity to speak with PennDOT’s project team regarding their concerns over the potential loss of parking. Additional survey forms were mailed in January 2008 to residents and property owners who did not attend the workshop. PennDOT’s project engineers are using the information obtained from the parking survey to determine parking needs along Markley Street.

The pre-final design plans included refinements to plans previously developed during the preliminary engineering phase of the project. These refinements were based on new engineering studies performed since June 2007, which included a new field survey, new traffic counts and updated traffic analysis, as well as information received during the October 2007 open house and the “Block by Block” parking survey.
